Seriously, lets make a server. Its not hard, I've done the same thing as Arogarn, and have even started looking for some people to help me work on it.
Make all classes available for all races, bring in iksars during classic ( I can finally make an ogre monk*), bring in zerkers / beastlords.
Have it classic zones + kunark dungeons added on ( Karnors added to Befallen or Unrest, Seb added to Lguk behind King, Karnors added to Paw etc )
Open all Kunark / Velious content at release to let it be tested en masse, then slowly work out the customization during testing. VZ / TZ pop is even dying for a decent server.
Dont let Searyx fuck it up.

I'm only interested in helping with a server that uses the business model I put forth earlier anything else is gonna be entirely too much work and less conducive to a PVP environment and not a raid-heavy focused thing. I want item rewards to be from relatively easy boss mobs that are won via PVP.

Not that I think this will ever even come close to happening, but I don't think people need to think too hard on this one. Big Vile made a server and he totally had it right: Qeynos vs. Freeport, a few zones in between, 2 zones dedicated to "epic" lewts, all pvp etc etc. Probably took him an hour and a half to set up but it worked great as a starting point. If we just started there and ran with it for a couple of weeks to get a feel for what needed to be improved I think it'd be pretty easy to set up.

Counter Strike EQ will never work.
Neither will a full release of Velious / Kunark without 300-500 chars logging in during peak hours. Esp Velious.
