I always considered Blue Bell the gold standard for ice cream, Breyers is decent, but it has the wrong consistency. Although i tend to stick to Neopolitan style ice cream, and never buy the chunky shit.
I'm not too caught up on the recent events with Listeria outbreaks, but it seems to me from random news articles that bluebell shut down its plant once it realized it didnt have a handle on the listeria. So not really sure where the evil Texas ice cream thing comes from.
